Union Home Minister Amit Shah on Tuesday vowed to intensify the fight against illegal infiltration, declaring that “India is not a Dharamshala” and that the Modi government aims to make the country “infiltrator-free in a very short time”.
Addressing the valedictory session of the Intelligence Bureau’s National Security Strategy Conference in New Delhi, Shah said infiltration posed risks to India’s security, economy and demography.

“Only the citizens of the country have the right to live in this country,” Shah said, adding that the government had shared a quadrangular border security approach with all land-border states after visits over the past eight months.
“Infiltrators are a threat to the country’s security, economy and demographic change,” he said.
Shah Sets Focus On Criminal Laws, Drugs
Shah also announced that the three new criminal laws would be fully implemented within the next year. He said this would help ensure criminal cases are disposed of up to the Supreme Court within three years and raise the conviction rate by 25 per cent.
He directed state police forces to implement the Narcotics Control Vision Document 2026-2029, calling for a “Detect, Disrupt and Destroy” approach to build a drug-free India.
The Home Minister also pushed for greater use of artificial intelligence and integrated databases, including CCTNS, ICJS, NatGrid and NAFIS, to develop actionable intelligence and identify criminal patterns.
‘Strong Internal Security’ Key To Developed India
Shah said India’s security strategy must anticipate challenges over the next 15-20 years, including global instability, energy insecurity, supply-chain disruptions, radicalisation and cyber misinformation.
He also called for making PRAHAR an everyday security practice to eradicate terrorism and dismantle 360-degree terrorist networks.
Referring to the government’s handling of narcotics, Naxalism and security challenges in the Northeast, Shah credited state police forces, central agencies and Central Armed Police Forces for the progress made.
“Modi ji has set the target of developed India in 2047, and the first condition of developed India is strong internal security. If we want to become first in every field, then internal security will have to be strengthened further,” Shah said.
More than 850 participants attended the two-day conference, which also focused on threats from sub-aerial systems, protection of the blue economy, information warfare and the need for a bio-security framework.
Shah said the government must identify emerging threats early and act before they become major challenges, aiming to create a “secure, infiltrator-free and narcotics-free India”.
