Parliament on Monday passed the Taxation and Other Laws (Amendment) Bill, with Finance Minister Nirmala Sitharaman clarifying that the legislation does not impose any tax on UPI transactions. The clarification comes amid discussions around the new taxation legislation and its implications for India’s rapidly expanding digital payments ecosystem.

Rajya Sabha MP Sujeet Kumar has written to US Congressman Riley Moore over his statements on the proposed Foreign Contribution (Regulation) Amendment Bill 2026. Kumar called Moore’s concerns an “exaggerated and misguided version” of the proposed legislation, saying such a “misconceived statement” by a sitting Congressman serves neither India nor the US, particularly Indian Christians.

The Rajya Sabha on Monday passed the Bankers’ Books Evidence Bill, 2026, marking a key development in Parliament on financial and banking-related legislation.

The Bill was taken up and passed by the Upper House, paving the way for the next stage of the legislative process.

Opposition MPs staged a walkout from the Rajya Sabha over their demand for a statement from Union Home Minister Amit Shah on the students’ protest issue.

Union Parliamentary Affairs Minister Kiren Rijiju said Congress leader Rahul Gandhi had demanded that Union Home Minister Amit Shah make a statement in Parliament on the ongoing student protests. Rijiju said the government had made it clear that Shah would not only make a statement but also respond to the debate and discussion on the issue.

Both Houses of Parliament were adjourned on Monday amid uproar and disruptions. Proceedings in the Lok Sabha and Rajya Sabha were suspended following continued protests by opposition members.

Union Minister Nityanand Rai on Monday introduced the Tribunals Reforms Bill, 2026 and the Kerala (Alteration of Name) Bill, 2026 in the Lok Sabha.

Congress MP Christopher Tilak criticised the government over the absence of Prime Minister Narendra Modi and Union Home Minister Amit Shah from the floor of Parliament over the past three weeks. He questioned their responsibility towards Parliament and alleged that the government was now trying to push Bills such as the Delimitation Bill and the FCRA Bill through in the final days.

Tilak said the stand of parties, including the DMK, would become clearer during proceedings and that the developments on the floor would have to be watched.

Aam Aadmi Party Rajya Sabha MP Sant Seechewal has written to Prime Minister Narendra Modi and raised the matter in Parliament, urging the Centre to confer the Bharat Ratna on Bhagat Puran Singh, founder of Pingalwara in Punjab.

Seechewal has also raised concerns over the excessive accumulation of silt in dams, including the Bhakra Dam and Harike Pattan. He has urged the Centre to undertake desilting operations, pointing out that the process falls under its jurisdiction. He said the reduced storage capacity of these dams could have a direct impact on flood risks.

Opposition MPs staged a protest demanding a statement from Union Home Minister Amit Shah on the police action during the students’ protest at Jantar Mantar on July 20. They also raised the issue of alleged theft of donations meant for the Ram temple.

On the deadlock over the Women’s Reservation Bill, the Delimitation Bill and the FCRA Bill, Samajwadi Party MP Ram Gopal Yadav said the government can implement a decision if it is determined to do so. He said the government had already acted in a similar manner in the past, referring to the Nari Shakti Vandan Adhiniyam.

BJP MP Damodar Agarwal said the government wants the Women’s Reservation Bill and the Delimitation Bill to be tabled in Parliament amid the ongoing deadlock. He said several other important Bills are also lined up for introduction and stressed that the government would make every effort to complete its legislative agenda.

“Five Bills have already been passed. The government will make every effort to complete its agenda and is trying to move forward on these two Bills as well, ideally with everyone’s consensus,” Agarwal said.
