Strategically located near the upcoming Navi Mumbai International Airport, Jawaharlal Nehru Port and the Mumbai Trans Harbour Link (Atal Setu), the project is envisioned as a mixed-use city with residential, commercial, industrial, institutional and logistics zones.

Under the agreement, Surbana Jurong will prepare a comprehensive roadmap for the city’s long-term development. The exercise will begin with an assessment of the existing land use, transport network, population, environmental conditions, civic amenities and socio-economic profile before outlining a development vision for the region.

The consultant will also prepare conceptual plans for land use, transportation and infrastructure. The transport blueprint will focus on regional connectivity, public transport integration, transit-oriented development, pedestrian-friendly streets and non-motorised mobility. The infrastructure plan will cover water supply, sewerage, stormwater drainage, solid waste management, power, gas networks, green spaces and social infrastructure.

The first phase of the consultancy is expected to be completed in 30 weeks. According to the timeline, the inception report will be submitted in four weeks, the existing conditions report in 10 weeks, the vision document in 16 weeks, the draft land-use concept in 24 weeks, stakeholder consultation report in 26 weeks and the final concept plan in 30 weeks. The schedule excludes the time required by MMRDA to review and approve the reports.

The agreement builds on a memorandum of understanding signed between MMRDA and Surbana Jurong during the World Economic Forum in Davos earlier this year. The Maharashtra government approved the consultant’s appointment under the government-to-government route in June, paving the way for the project to move from intent to execution.

State officials said Mumbai 3.0 is planned as a globally competitive, sustainable urban centre that will attract investments, generate employment and support the long-term expansion of the Mumbai Metropolitan Region. The master plan is expected to provide the framework for the city’s future growth while integrating international urban planning practices with local development needs.
