The Centre has made a significant change in the leadership of the Higher Education Department, appointing Deepti Gaur Mukherjee, a 1993-batch IAS officer of the Madhya Pradesh cadre, as the new Higher Education Secretary. The appointment was notified by the Department of Personnel and Training (DoPT) and marks a change from a decision taken around three weeks ago, when Naresh Pal Gangwar had been appointed to the post.

Mukherjee takes charge at a time when India’s higher education system is facing renewed scrutiny over examination processes, institutional accountability and the implementation of major education reforms.

As Higher Education Secretary, she will be involved in policy matters concerning universities, higher education institutions and technical education, besides playing an important role in implementing the National Education Policy (NEP).

Deepti Gaur Mukherjee Gets Key Higher Education Role

Mukherjee is a 1993-batch Indian Administrative Service officer from the Madhya Pradesh cadre. Before her latest appointment, she served as Secretary of Corporate Affairs in the Central government.

Her new role places her at the centre of policymaking for India’s higher education sector, including matters concerning universities and other higher education institutions.

Her responsibilities will also include coordinating and overseeing the implementation of the National Education Policy, which seeks to bring broad changes to the country’s education system.

Why Was The Earlier Appointment Changed?

Before Mukherjee’s appointment, Naresh Pal Gangwar had been named Higher Education Secretary. Gangwar was serving as Secretary of the Department of Animal Husbandry and Dairying when he was appointed to the higher education post. His appointment subsequently came under scrutiny following questions raised on social media over a subsidy received by members of his family several years earlier.

According to a report by The Times of India, three members of Gangwar’s family, his mother, wife and son, had received a combined subsidy of more than Rs 1 crore for commercial cucumber cultivation under a scheme run by the National Horticulture Board (NHB).

The NHB scheme operates under the Ministry of Agriculture and Farmers Welfare and is intended to support commercial horticulture, including assistance for small and marginal farmers.

Questions Over Last Subsidy Instalment

Questions were also raised over the timing of the final instalment of the subsidy. Reports stated that the last instalment was released while Gangwar was serving as Secretary of the Animal Husbandry and Dairying Department. The department was under the same broader administrative jurisdiction as the ministry overseeing the horticulture scheme under which his family members received the subsidy.

This led to questions over a possible conflict of interest and subsequently became an issue surrounding his appointment as Higher Education Secretary. Opposition leaders also raised the matter with the government.

Following the controversy, the earlier appointment was not proceeded with, paving the way for Mukherjee to take charge of the Higher Education Department.

Mukherjee Takes Charge At Crucial Time

Mukherjee’s appointment comes at a time when India’s higher education and examination systems are facing questions over transparency and accountability. Students and parents have raised concerns over issues including paper leaks, examination irregularities and the functioning of examination institutions.

These issues have placed greater focus on the need to strengthen examination processes and restore confidence among students and other stakeholders.

As the new Higher Education Secretary, Mukherjee will therefore have to deal not only with long-term policy reforms but also with concerns surrounding the credibility and accountability of the higher education system.

NEP Implementation Among Key Responsibilities

A major part of Mukherjee’s new responsibilities will be the implementation of the National Education Policy. The policy envisages wide-ranging reforms across India’s education system, including higher education.

Her role will involve policy decisions concerning universities, higher education institutions and technical education, as well as coordination with various stakeholders involved in implementing the reforms.

With the higher education sector continuing to face demands for greater transparency and institutional accountability, her appointment assumes significance.

The Centre’s decision to appoint Mukherjee just weeks after the earlier appointment also marks a notable administrative change in the leadership of the Higher Education Department.
